New db_remove_wildcard() for surgical wildcard-only deletion.
New haproxy_cleanup_wildcards tool scans all wildcard entries and removes
those belonging to subdomains (e.g., *.nocodb.inouter.com) while keeping
base domain wildcards (e.g., *.anvil.it.com).
